The second of two volumes that discuss the issues addressed by the ongoing 1991 Madrid peace process, then focus on cooperative endeavors to solve problems of arms control, the environment, water, refugees, and economic cooperation and development. They bring together all of the Middle East multilateral peace talks under a single rubric and provide an analytic framework for regional cooperation issues and explain how arms control principles can be applied in other areas.
