Overview

In an effort called "Big Bang," the Defense Supply Center Richmond (DSCR) implemented Business Systems Modernization (BSM) in early January 2005. Product centers and supplier teams are becoming integrated supplier teams, while items and inventory managers are being moved into Integrated Supplier Systems. BSM involves restoring dated materiel management technology, or legacy systems, with commercial off-the-shelf software to enhance access to and shrinking of information across the agency, which translates to better customer support. DSCR believes that executing BSM will lead to improved performance. The reorganization of DSCR through BSM makes the Defense Logistics Agency (DLA) a customer-facing entity. This means customers (vendors and the war fighters) need to talk with only one person within DLA to get what they need. This effort is also intended to reduce business risk and improve the odds of achieving the intended benefits and return on investment. This study investigated how successful the BSM initiative has been. This was done through a review of the changes implemented during training and development as well as documented results from a qualitative survey of the DSCR workforce.
