About the Author

Retired American diplomat and university lecturer Henry E. Mattox served in the U.S. Foreign Service (1957–80) at the Department of State and seven posts abroad: Paris, Ponta Delgada, São Paulo, Kathmandu, Portau- Prince, London, and Cairo. After retiring, he spent a year in Nigeria as a Fulbright senior lecturer and taught for 15 years at North Carolina State University. From 1996 to 2007, he edited American Diplomacy, the online journal which he co-founded. Mattox holds a PhD in American history from the University of North Carolina at Chapel Hill and has published four books and numerous scholarly articles.
