Meet the Author

Patrick M. Callan is executive director of the California Higher Education Policy Center. Prior to his current position, he was vice president for the Education Comission of the States and executive director of the Califormia Commission for Higher Education. He is author of numerous reports and articles on higher education policy issues related to educational opportunity, and the finance and governance of higher education. Joni E. Finney is the associate director of the California Higher Education Policy Center. Prior to her current position, she was director of policy studies at the Education Commission of the States. She has directed national projects and is coauthor of By Design or By Default (1994) with Patrick M. Callan. She has authored policy reports on assessment, teacher education and the finance of higher education.
