David R. Martin en un abogado de negocios en Atlanta, Georgia. Nació en Toledo, Ohio de padres puertorriqueños. Pasó su niñez y adolecencia en Texas y Puerto Rico. Cursó estudios en Amherst College donde tomó cursos de literatura, historia y economía. Luego estudió leyes en la Universidad de Puerto Rico y New York University. Tambien es el autor de "Puerto Rico: El Manual de Rescate Económico" (2013) que propone un plan comprensivo para el renacimiento de la economía de la Isla.
