About the Author

Dave Smith is a free lance writer from Flowery Branch, Georgia and holds a Masters in Public Administration degree from North Georgia College and State University. While there he was the recipient of the Georgia Government Finance Officers Academic Award. He is far from a "numbers nerd," though.
