Just in time for the elections, Will offers a penetrating look at the need for term limits. They have historical precedent: they were discussed as the U.S. Congress was forming, but in those days few legislators wanted long service. Now, Will thinks, there is a clear, almost urgent need for limits as a reform measure. His biting examples of abuse of power come from both parties: Democrat Robert Byrd and Republican Newt Gingrich are among the hardest hit. While such men deliver the pork to their constituents, that's much of the problem; they do so without regard for the rest of the country, or, perhaps worse, ethics. A lawmaker ought to vote his or her conscience, Will argues, citing the great English conservative, Edmund Burke. Not to do so takes representative government out of the realm of deliberative democracy and delivers it up to special interests. Long terms in Congress virtually assure that legislators will be compromised at every turn. Finally, Will lays out a course of action to enact term limits: they will rise out of state legislatures, he thinks, before reaching Congress. Political analysis at its best, not unlike those Federalist papers Will so much admires.
