Advocating what he dubs the "cost-benefit state," Sunstein (law, U. of Chicago) contends that too often governments and publics are ill informed about the levels of risk associated with numerous areas of policy. He lays out the his vision of what the institutional structure of such a "cost-benefit state" might look like, insisting that the government has a duty to make sure the public is aware of the measurable consequences of regulations and policies. He further argues that cost-benefit analysis is value-neutral and would allow governments to apply democratically determined values to policy with clearer vision than is presently the case. He presents examples of how this would work in the areas of air pollution control, health policy, arsenic reduction, and regulatory jurisprudence. Annotation c. Book News, Inc.,Portland, OR
