This book is a collection of articles on the Russian economic transformation written between 1991 and 1994, the period when reform was at its height. All the articles were written by people who were deeply involved in the economic reforms and the book offers a unique inside perspective of the reform process. Some of the contributors are senior Russian policy-makers, such as Anatoly Chubais, Boris Fedorov, Petr Aven, Sergei Vasiliev and Andrei Illarionov. Others, such as Jeffrey Sachs, David Lipton, Richard Layard, Marek Dabrowski and Anders Aslund, were prominent foreign advisors to the Russian Government. The contributors, whilst unanimously advocating radical reform, also provide substantial empirical evidence of the pressing economic issues of the period. Although most of the contributors worked for the Russian government whilst writing their articles, they are remarkably critical of the reform process, advocating that the reforms were not radical enough in content or approach.
