Roth rather charmingly evokes Powell's precise manner in his discussion of the general's "Rules"--pithy sayings such as "Check small things" and "Avoid conservatism" that Powell types on three-by-five cards. It's also endearing that Powell drives old cars he works on himself and enjoys a poker night. Roth describes Powell's Jamaican parents, Harlem boyhood, college days, and courtship; he makes it clear how shrewd his military career has been. Essentially, that career has groomed Powell to be a policy-making, inside-the-beltway general--and an expert on international relations--rather than a field soldier. Even so, Powell twice punched his ticket in Vietnam, and Roth's account of his expertise against the Iraqi army ("First we're gonna cut it off, then we're gonna kill it") gets a full and convincing treatment. Roth takes the reader through the imbroglios with the Clinton Administration, insisting that Powell had discussed retiring this fall with President Bush and that the matter had nothing to do with Clinton's policies. Roth, who was Powell's press secretary during the Gulf War, is something of an aide-de-camp here, but any biography of Powell is likely to circulate well, and the chapters on Powell's deep reading of Thomas Jefferson and his views on the conduct of the Gulf War are valuable. Roth also speculates on Powell's presidential possibilities; in fact, in some ways this is a campaign biography for a soldier who worked closely with Caspar Weinberger, various Congressional committees, Ronald Reagan, and George Bush. In any case, Roth effectively portrays a fascinating man.
