The badge was wrote by the person who created the show he was most noted for Dragnet and a spin off series called 1 Adam 12.
The book is a biography of the LA Police Department back in the 1960's. It describes the type of incidents and situtations that police officers run into on a day to day basis while on patrol. Its a page right out of their log books.
