The following Letter was addressed by the Author, who resides in the country, to a respectable friend, who passes the winter in town, and it was only in consequence of an after-thought that it was dedicated, on the motives which have been assigned, to the late Right Honourable Secretary at War, without his knowledge. The letter was finished the very day it is dated, and was immediately printed, before any thing else on the fame subject was known to have been committed to the press. The proof copy, however, having been shewn to certain distinguished personages, whose opinion on the present question has been proved to coincide with that of the Author, by the gentleman above alluded to, they were pleased to express their approbation of its argumentation in very flattering terms: nevertheless, they earnestly deprecated its publication, at least for the present, as they were infinitely desirous cf preventing all public discussion of the delicate question which it treats of in the then existing circumstances.
