FOREWORD District Attorney Ralph Norton stepped onto the platform and to the front of the microphone that was set up in the city hall’s conference room. He was there to introduce the mayor of New York City, the Honorable James Ingland, to the high-muck-a-mucks that govern the Police Departments in the city’s five boroughs:
"Thank you, my friends, for getting here on such short notice. I'm sorry I couldn't have given you more time so you could have properly rearranged your schedules, but I was only informed of this meeting myself less than an hour ago. Nevertheless, I'm certain that when you hear what the mayor has to say, you will not only understand but appreciate why this meeting was called so hurriedly. Therefore, I won't waste any more of your time. Ladies and Gentlemen, the Mayor of New York City, James Ingland."
As he stepped up to the microphone, Mayor Ingland nodded a thank you to the DA and then looking gravely at his audience, he said, "I'll get right to the point. I got a call an hour ago from Louis Tandom, head of Homeland Security, and he informed me that Osama bin Laden is up to his old tricks again: our country, especially New York City, is now on the highest color alert. He told me that our city may have been signaled out for a devastating attack by the terrorists. He said that his department, as well as the FBI and the CIA, have information, scant though it might be, that bin Laden has plans, which are already in the works, to strike somewhere in our city. We don't know when or where or in which of the boroughs…but, from the information we've been able to obtain, what he plans to do is to poison our food and water supply. We don’t know what kind of poison or how his terrorists will attempt to use it. However, we have learned that he was disappointed when hearing that only 3000 American lives were lost when his terrorists destroyed the Twin Towers; he expected it to be in the tens of thousands, and it certainly would have been that many had the strike taken place in the afternoon when the buildings were completely occupied instead of early in the morning when the people were just going to work. Nevertheless, he now wants to make up for that discrepancy by using poison, which he evidently feels will put an end to an immeasurable number of lives and bring our city to its knees.” The mayor paused a moment, and then looking sternly at his audience, he said, “We must prevent such a disaster taking place no matter what the cost.” The mayor shook his head sadly and then he said, "1 wish 1 had more information to convey to you concerning this morbid situation we find ourselves in, but I do not. However, you can rest assured that the minute I do, you will be immediately notified. Nevertheless, I felt it was important that you were all briefed about the diabolical plan that that maniac has in mind so that you will be alert to any contingency that does not seem normal.” The mayor tried to smile but he didn't succeed as he added, "Since you now know as much as I do about that madman and what he’s up to, I won't be taking any of your questions." He nodded to his audience and then quickly left the room with the DA following quietly behind him.
