Nugent (politics and European integration, Manchester Metropolitan University) explains the nature and functioning of the European Commission, outlining its history, its organization, and its staff, and looks at the influence of the Commission and the implications of the Commission's hybrid character as a political and administrative body. He describes the Commission's relations with other EU actors, explains the provision of leadership, and details the making of EU legislation, executive functions, and participation in the EU's external relations. He focuses on how the Commission's influence varies according to circumstances and issues, and describes the Commission's significant internal organizational problems. Annotation c. Review of 1st Edition:

"[A] comprehensive and valuable examination of the responsibilities, work and organization of the European Commission. It will be hard for those to wish to understand the European institutions to do without it...[It] provides a large amount of information and, most importantly, its judgements are balanced. In this book I immediately recognize the Commission in which I served at the highest level for ten years." - Lord Williamson, Former Secretary General of the Commission, Journal of Common Market Studies
