The international coalition is building toward Operation Desert Storm and the liberation of Kuwait. Peter Fleming, the second man on the CIA team who was able to leave with the embassy evacuation, is embedded with a company in the 1st Marine Division in Saudi Arabia and is ordered to find Steve Tremaine at any cost. After Kuwait City is liberated, he joins a Kuwaiti army officer and a resistance fighter to follow clues to his partner's fate. As Operation Desert Storm is launched, Steve Tremaine and a Kuwait resistance fighter are captured. Mustafa al-Riaz is determined to bring these men to Iraq for punishment and will stop at nothing to achieve this goal.
