About the Author

Rebecca H. Gordon is a partner in the Political Law Group at Perkins Coie LLP. She counsels corporations, trade associations, lobbying firms, and other entities on the entire spectrum of legal issues that impact their interactions with federal and state governments. These include federal Lobbying Disclosure Act registration and reporting requirements, state lobbying laws, federal and state campaign finance laws, federal and state laws governing conveyance of gifts to public officials, and federal and state pay-to-play laws. Working with clients’ government relations and legal teams, Rebecca helps construct and implement compliance programs fitting each organization's structure and culture. She counsels on campaign finance and congressional ethics matters, and helps organizations that wish to do so to create and operate their own PACs. Rebecca knows how to spot issues of concern to corporations, drawing upon years of experience as counsel to a number of political campaigns.

Thomas M. Susman, formerly Director of the ABA Governmental Affairs Office for a decade, is now at the ABA as Strategic Advisor for Global Programs and Governmental Affairs. Before joining the ABA staff, he was a partner in the Washington office of Ropes & Gray, LLP where he coordinated the firm's regulatory and legislative practice for over 27 years. He received his B.A. from Yale (1964) and his J.D. from the Universityof Texas (1967), and was general counsel of the Senate Judiciary Committee before entering private practice. Mr. Susman has served on the Board of Governors and in the House of Delegates of the American Bar Association and is a past chair of the Administrative Law and Regulatory Practice Section of the ABA. He chairs the Ethics Committee of the National Institute on Lobbying & Ethics and is a member of the American Law Institute. He frequently speaks and writes about lobbying, ethics, administrative law, and open government. He was founding editor and is a contributor to the ABA LOBBYING MANUAL.
