About the Author

M. Scott Norton is a former public school teacher, coordinator of curriculum, associate superintendent, and superintendent of schools. He served as professor and vice-chairman of the department of educational administration at the University of Nebraska-Lincoln and as professor and chairman of the department of educational administration and policy studies at Arizona State University, where is presently is professor emeritus.

Larry K. Kelly is a former classroom teacher, assistant principal and principal, assistant superintendent, director of curriculum, and director of staff development. He also directed the Arizona Administrative Assessment Center, sponsored by the National Association of Secondary School Administrators.
