Tombigbee was laid down on 23 October 1942 at Savage, Minnesota, by Cargill, Inc.; launched on 18 November 1943; sponsored by Mrs. F. R. Stoltz; and commissioned on 13 July 1944 at New Orleans, Louisiana, Lt. Comdr. A. O. Askland, USNR, in command. Following shakedown, Tombigbee departed Galveston, Texas, on 13 August, bound for the U.S. West Coast.
