About the Author
Ray Mallon is a freelance economist who has more than 18 years experience working on economic and regulatory reform issues in Asia for national governments, ADB, the World Bank, and UN agencies. Based in Hanoi since 1991, he works mostly in Southeast Asia. He has a Masters Degree in Economics from the Australian National University and an honors degree in Agriculture Economics from the University of New England.
Brian Van Arkadie graduated from LSE in 1955 and received his Ph.D. from University of California, Berkeley. He has held long-term positions within government agencies, donor organizations, and universities (including ISS, Cambridge University, IDS, Yale University and Dartmouth College). For the past 14 years he has worked on aspects of economic reform in Viet Nam. He is currently resident in Cambridge, England.
