It outlines 264 bills comprising the preponderance of the ``green'' legislation introduced in the last two Congresses. It scores each member of these Congresses by his or her action on these bills. And it divides the issues into 14 categories and grades the Bush administration in each category. Working strictly with legislation already introduced, it outlines a ``political platform for 1992'' and identifies our government's environmental leaders and villains.
