Leonard (Center for European Reform) is convinced the US has cast itself in stone over the course of the twentieth century, leaving room for the European Union (EU) to take over as a political and economic superpower, noting that its relatively weak military position may prove to be a blessing in disguise. He interprets the "passive aggression" some see in the EU to also be an advantage, given that the EU excels most in the influence of its law and its power to shape economics around the world in a global economy. It also excels, says Leonard, in its ability to draw nations to it through inclusion, a position the US cannot duplicate and China and India are unlikely to master for the time being. In the process he proposes an alternative to US military power comprised of the very elements that seem to weaken the EU: adherence to the law, commitment to inclusion, and a certain sense of aggression without the bombs.
