Volume 2 covers the last five years of Shihata's service to the institution (as Senior Vice President and General Counsel). It contains updated versions of varied papers and lectures written at different degrees of sophistication, for both specialists and non-specialists. Following a summary of the main changes the Bank has undergone since 1990 and a review of current development policies and strategies, 12 essays and nine lectures cover the Bank's role in supporting institutional changes in its developing member countries; emerging social issues and the evolving response of the Bank; major institutional aspects of the Bank's own financial structure and operations; and issues of foreign investment law.
