The 'Mobile Learning Environment (MoLE) Project: a global technology initiative', was a two-year project that included e-Learning and medical professionals from academia, commercial, government and NGO representing 24 countries from five continents. It focused on providing training/education in areas with low-bandwidth and limited internet connectivity and infrastructure.

About the Author

Jacob Hodges has over 40 years’ experience in academia, defense and the commercial sector. His vast knowledge and understanding of defense requirements; learning, education and training; educational science and technology; process improvement and quality management; and human research protocol plays a key role in his activities as an advisor to US and international organizations. Jacob earned his Masters in Public Administration (MPA) from the University of Alaska Southeast (Juneau) and his Bachelor of Science in Communications (BSc) from the University of Maryland, College Park. He is a Senior Member of the American Society for Quality (ASQ) and former Member of the American Evaluation Association (AEA) and former Chair of the Research, Technology, and Development Topical Interest Group (RDT TIG). He has also served as a faculty member in both the United States (University of Alaska Anchorage, Central Texas College, and Anne Arundel Community College) and in the United Kingdom (London South Bank University, Carshalton College, and Roehampton University/Carshalton College Foundation Programme). Jacob is mostly recognized for his ability to serve as a bridge between academia, industry and technicians. His advice and counsel is sought for innovative approaches for achieving solutions as well as out-of-the-box thinking that provide practical approaches to problem solving. In the last fifteen years, Jacob has conducted several technology assessments on speech-enabled capabilities and has been the catalyst for more than 20 e-Learning-related science and technology research projects. He instigated three innovative multinational e-Learning initiatives called the Coalition Chat Line (CCL), Machine Language Mapping (MLM) and the Multinational Virtual Learning Environment (MVLE), which were the result of US/International e-Learning requirements. He has also conducted over 20 working group meetings focused on identifying potential solutions to user-requirements in a global setting. Jacob instigated the Mobile Learning Environment (MoLE) Project based on the research findings from the MVLE Project. He conducted internet and independent research into mobile providers, as well as met with several organizations before developing a “Voice of the Customer (VOC)” matrix to select the project’s technical advisor. He provided program management and technical support to the Mobile Learning Environment (MoLE) Project Manager, technical support to the Testing & Evaluation Team, and assisted the MoLE Science & Technology (S&T) Coordinator in conducting S&T reviews. He was the Research Protocol Coordinator and the lead for all collaboration activities among the US and international delegates to ensure research protocol issues were addressed. He worked closely with Tribal, the MoLE Technical Advisor, on implementing research protocol requirements into the Proof of Concept. Jacob is currently located in London, England and works as an independent consultant and Learning, Education and Training (LET) Advisor on innovative approaches that will meet the needs of the 21st century user.
