Physical education in the United States has a sense of pride and accomplishment; its success has captured the imagination of the people of the world. This educational system greatly impresses foreigners because the American physical education curriculum provides for, and is adapted to, the needs of contemporary society.
The philosophy of American physical education foundations, its implications, and its result in the accomplishment of goals for a better society has spread more confidence among the peoples of the world. As a matter of fact, this physical education curriculum is one of the most effective for helping human beings to better understand the importance and means of achieving high knowledge and friendly relations among peoples.
In contrast to the American physical education curriculum, Italy, as well as many other countries, has its own national program of physical education. The educational standards, courses of study, time allocation, attendance, and even facilities requirements are outlined by a national university of education or other agency, showing what a gap there is among these systems. In these countries, there is a great uniformity in educational programs. This situation sometimes makes it difficult for the people of these countries to comprehend and to pursue the objectives of a physical education curriculum as meanful to life and to master positive values. In order to better transmit the knowledge of advanced American physical education programs to these people, a university carrying out and developing the program should be founded, especially where the needs are evident. These needs must also be related to the social, economic, and geographic conditions of the university location.
A university based on a physical education philosophy of this kind would be very helpful to Italian and other societies. Avezzano, Italy, because of its geographic position, its nearness to a variety of people of different nationalities for the interest of students, the population of this area, as well as its cultural background, is one of the best locations in which this institution could be placed. Being near Rome, it would be without a doubt the best place for carrying out the various kinds of objectives for which the university might aim.
The philosophy of this institution and the policy and objectives for which it is established must be based primarily upon an American curriculum for training leaders and personnel in physical education, health, camping and outdoor education, et cetera. This curriculum should be one that has already been accredited by one of the institutions of higher education in the USA.
The main objectives and purposes of the American University in Avezzano are to contribute to the development of a true value of American physical education philosophy (honesty, generosity, altruism, sincerity, loyalty, courage, et cetera) and to training those students who would be best qualified. Materials of study would be selected carefully; facilities must be the most efficient and the most appropriate for the time and use; and the staff must be one of the best prepared for the job of teaching and carrying out the philosophical intent of this institution. Moreover, the American University will try to pursue other cultural goals and services:
—Encourage exchange of individuals and groups for education or informational purposes
—Project a reasonable appreciation and an enjoyable image of the country, its cultural past, and present trends of living
—Provide language training, since knowledge of a language is considered the key to understanding much about a country
To a large extent, knowledge will spread out of this institution's programs. Students need to learn the latest technological developments. By visiting townspeople, they can learn about local life and absorb impressions of a direct, solid knowledge of a foreign country. The American University of Avezzano would deeply support cultural exchange and cultural cooperation, because cooperation wins friends, and friendship stimulates exports: "Trade follows the book." Here, also, will be room for understanding a country's habits and traditions, fostering an understanding of the reasons for a policy, if not agreement with it. So the American University will be concerned with reasonably ensuring that both the "giving" and "receiving" countries benefit from this project. Nevertheless, there is a great measure of idealism.
The basis of the work of the American University in Avezzano should be bilateral, most of it involving movement of people and materials between Italy and the United States. It is two-way traffic; in the interest of efficiency, cooperation must be close between the promoting members of the American University of these two countries. There is no doubt that this work of promoting the American University based upon the physical education philosophy will help reduce misunderstandings, reduce prejudice, and promote knowledge. "The closer countries move together politically or economically, the more, not the less, important cultural work is likely to become. The national performs its essential function, not in its capacity as a power, but in its capacity as a society." Senator J. W. Fulbright.
The physical structure of this institution must have some original style, tied up somehow with a model of an American university campus. Even if some change in this structure takes place to adapt to the location and conform, more or less, to local construction, the general concept of this university aesthetic must be a prototype of an American university "micro campus". The facilities and equipment employed here must also be of American standards; however, locally manufactured equipment should be taken into consideration.
Given the character of this institution and the objectives for which it works, special facilities and equipment play a big role, and, for that reason, they have a priority. For instance, grounds for recreation and play, a swimming pool, gymnasium, and social hall should receive particular attention and consideration. This complex, carried out and developed accurately for the best purposes, certainly will achieve concrete results.
Besides the use of these facilities for academic purposes, they must be extended for other purposes, such as recreational and resort uses. Athletic facilities for the performances of American, Canadian, and other foreign students enrolled as visitors to the American university campus would result, without any doubt, in intense interest in the university and its benefits to the country.
The swimming pool during the summer could be used for a variety of purposes, from instruction to exhibition and international meetings, and for many other uses, including availability to the youth of the community, under close supervision of the university staff.
The social hall, where shows, musicals, ballets, concerts, et cetera, would be performed with an American-Italian accent, could contain and entertain guests, tourists, students, parents, friends, and the local population. Programs would be selected and prepared specifically for the purpose of satisfying the needs of students and visitors.
An atmosphere of cordiality, of work and relaxation, and the enjoyable and productive values of the social life of the American University must be the main foundations.
American students, as well as transients, must find their own housing.
Personnel working for this university must be the most qualified for the fulfillment of their jobs.
Courses of foreign languages, primarily Romance languages, would be offered for American, Canadian, and other foreign students. Fine arts courses also would be available; these courses would be requirements of the university curriculum. Students enrolled in fine arts courses would directly and deeply appreciate the practical use of academic materials. Some courses would be held in "mobile classrooms" in order to allow visitors to admire personally and practically the materials subjected to study. Science courses, offered adequately, should give balance to the university curriculum and contribute mainly to the needs of the local educational system.
International experiences would be mutually achieved by American students in Italy and by foreign students who wish to be prepared for study in the United States. Vocational efficiency, too, would be paramount, with attention to each field of specialization, as manifested in the individual interests and aptitudes of the students. Courses in the American University should be open to full enrollment toward a baccalaureate or for part-time study abroad with transfer of credit to the native college or university of the transient student.
Camping areas near the university should be developed so that tourists can explore and enjoy one of the most beautiful and primitive locations of Italy. Mountain climbing and ski areas will be natural implications of the program of this university because of the local mountains (Mt. Velino, Gran Sasso d'Italia, Maiella) around the university's location. The extensive history of this location in archaeology and anthropology would satisfy those people for whom these subjects are interesting.
Since this university would be located at the center of Italy, tourists and students would be able to move in any direction, traveling to the best Italian cities such as Rome, Florence, Naples, Perugia, Pescara, and L'Aquila in a very short time and at little cost.
It would be the policy of this University to host and to assist students, tourists, and visitors from the United States, Canada, and other parts of the world in order to create the atmosphere of an American university based essentially on physical education philosophy.
The American University of Avezzano, Italy, within a "campus of international character," would offer liberal arts and sciences, fine arts, and professional arts, with a major emphasis directed toward an American curriculum in physical education, health, recreation, and camping with outdoor education. It must be presented as a nonprofit organization whose objectives are to develop an American curriculum in the above areas of study and train personnel to be qualified for these jobs and, in the meantime, offer services for tourists and exchange students in Italy.
This institution would be governed and directed by its promoting members and founders; however, many functional responsibilities would be delegated.
Meetings at all levels of responsibility should be held in order to maintain and promote a sound democratic philosophy in this institution.
Students, faculty, administration, tourists, visitors, staff, et cetera, should be organized properly, with equal rights and functions for the best cooperation and collaboration in achieving the objectives of the university curriculum.
The curriculum and the university itself should receive accreditation from an American institution of higher learning from national and international accreditation organizations, et cetera. It must be consistent with aspirations of these institutions and organizations.
American University of Avezzano, Italy
A new and distinctive American University will be established in the heart of Italy. Its purpose is to exchange educational techniques and to promote cultural understanding among Italy, the United States, and other countries.
The program of studies, based on the American curriculum, will include liberal arts and sciences, fine arts, foreign languages, teacher education, and leadership training in health, physical education, recreation, and outdoor education. International experience will be achieved by American students in Italy and by foreign students who will be prepared for study in the United States. A two-way exchange will accordingly broaden the scope of higher education. Vocational efficiency, too, will be paramount, with attention to each field of specialization, as manifested in the individual interests and aptitudes of the students.
Avezzano, set in a region of natural beauty and easily accessible from Rome, is a perfect location in which an international campus of distinction can flourish. It is a classic land, where relics of great art, revealing archives of Western civilization, abound in ancient edifices and in museums. Many will be seen in the unfrequented valleys, in sleepy little townships nearby, or on the attractive mountainsides that surround the city. Students of fine arts courses will directly appreciate the practical use of rare academic materials. Some courses will be held in "mobile classrooms" in order to visit and to admire the objects subjected to study.
A picturesque campus, already acquired, consists of sixty acres on the edge of the city amidst woodlands and rolling fields. College buildings will express the architectural harmony of the academic spirit inherent in an ancient setting of natural splendor. There, scholars may assemble to study and work together, or retreat, if they choose, to the comfortable solitude of the environment. For active recreation, the adjacent park with playing fields provided by the town will contribute an unsolicited and welcome adjunct to be enjoyed alike by citizens, students, and faculty. The site is in a good place for a vacation, either in summer or in winter. Youth of today will be especially attracted to the excellent ski resorts in the neighboring mountains.
College curricula tend to evolve from (1) the demands of society, (2) the needs and interests of students, and (3) the nature of the environment. In Avezzano, where landscape and location combine to offer a full range of outdoor activities, a program of leadership training in health and physical education is as logical as are studies in history and classics in Rome. A major emphasis, therefore, will be directed toward an American curriculum in health, outdoor education, physical education, and recreation. Leadership training in those subjects will be particularly welcome in Italy, as certified by the hearty endorsement of the Ministry of Education, which acknowledges the proposed plan as unique to the country, as well as paramount to the improvement of instruction.
Courses in the American University will be open to full enrollment toward a baccalaureate degree or for part-time study abroad, with transfer of credits to the native college of the transient student. The cost, including room, board, and round-trip transportation, will be three-fourths of the cost of comparable private education in the US.
Immediate plans include a campaign for funds to begin construction and to employ personnel for the university. The projected campus will include a library, classrooms, science building, women's dormitory, men's dormitory, a gymnasium with an auditorium, and a swimming pool.
In an era of uncompromising ideologies and radical displays of force among peoples and between nations, the time is now extant to extol the virtues of our heritage and to stress the ethical character that can be augmented by intercommunications among world populations. We are no longer strangers but neighbors who should strive for harmony in ideals and seek intellectual advancement to achieve the finer sentiments required for an enduring society and a satisfying state of affairs for all mankind.
The American University of Avezzano, incorporated in the United States, is a nonprofit institution dedicated to higher education in compliance with the foregoing stated principle of cross-cultural influence. The policy of the university will be to assist members with living accommodations and counseling service while touring in Italy.
Funds will be sought through the participation of sponsors in the United States and other countries who may, by their contributions, become founders of a worthwhile project. Sponsors are classified into three categories.
