Camp Thunderbird is a camp for at risk boys in Arizona's outback. Fay Steinberg and her husband started the business to cash in on Native American gambling money. The camp is staffed by ex-cons and drifters. The boys are being warehoused, and a hard working state employee starts his own investigation of the camp. Unknown to him, an undercover newspaper reporter is on the owners trail also.
