Dr. Donovan Russell has just the experience necessary to write this book. He was a chief of party for two major USAID education projects in Africa -- one the largest funded education program USAID had funded to that date -- and was In-Country Peace Corps Director in Lesotho and Nepal. He worked closely with USAID, the US diplomatic corps, technical professionals, academics and volunteers. Most importantly, he worked also very closely -- and always with cultural sensitivity -- to those others would call 'natives' -- a pejorative expression -- and who Don called, friends.
