A serial killer is targeting prostitutes working the streets of Sacramento.

The press has named the killer 'The Cutter' because of the way the victims' bodies are mutilated.

"Brooklyn felt the sharp sting as a blade severed the jugular vein on the left side of her neck. She fell to her knees and used her hands in a vain effort to stop the jets of blood shooting from her neck. She felt her jeans being pulled down and the blade cutting her between her legs just as she died."

The Sacramento Police Department is at a standstill. Their investigators are having no luck identifying the killer. Those in charge hope Detective Steven Glass can be coaxed out of retirement to assist them in their hunt for the murderer. But, Glass is not interested in being involved. He's made it clear he's, "done wrestling with knife-wielding psychos and dealing with the bodies they leave behind." He just wants a quiet life and a chance to catch every fish in Folsom Lake.
