Timothy J. Bartik is a senior economist with the W.E. Upjohn Institute for Employment Research. His previous books include "Who Benefits from State and Local Economic Development Policies?", "Jobs for the Poor: Can Labor Demand Policies Help?", and "Investing in Kids: Early Childhood Programs and Local Economic Development." Bartik has a PhD in economics from the University of Wisconsin-Madison and served on served on the school board of Kalamazoo Public Schools.
