At present, a Professor of Physics at the National University of Asunción, Paraguay (UNA-FaCEN). He has several websites created over the years for public dissemination of certain scientific facts, on energy and air pollution. Born in 1948, in Vigo, Spain, graduated Suma Cum Laude in Spain AME, Magna Cum Laude in Electrical Engineering, at the University of Puerto Rico (RUM) and earned Masters in Telecommunications from the University of Colorado (Boulder).
