About the Author

Chris Morgan has been a practicing notary public in the State of California for over 25 years. Over the years he has notarized several thousand documents in his various capacities as a notary. Chris started training notaries as a statewide instructor in 1991. Three years later he formed his own school, The Notary Public Institute, and contracted with community colleges, adult schools and various businesses throughout California to train notaries at their facilities in their local communities. Since 1991, Chris has personally trained over 9,500 individuals and has personally supervised the training of an additional 5,000 individuals, by his staff, to serve as California state notaries. Chris is the author of California State Notary Public: a guide and reference manual and has co-authored 3 other notary training guides.
In addition to training notaries, Chris also teaches economics, finance and public policy at the undergraduate and graduate levels. Chris holds a B.A. in economics and political science, a masters in Public Administration in the areas of policy analysis and finance and a masters in economics with a focus on business applications.
Chris is a well-known writer, speaker and lecturer in California. Chris' expertise as a lecturer and consultant on notary issues has earned him the nickname "Doctor Notary".
