Aside from waging wars, America exercises hegemony over the world by dominating in finance. However, in order to achieve a smooth transition from the world emphasis on production to that of finance, a new global architecture that allowed free capital flow is required. Thus, financial liberalization, free trade and globalization have been the U.S. agenda promoted by U.S. Treasury officials and diplomats all over the world.
