Gazette, a newspaper in Phoenix, Arizona, has uncovered evidence that there might be more to the sniper squads than meets the eye. When Arizona State Attorney General Mike Hargrove is assassinated, Breen discovers that there is a connection between the issuance of lucrative federal contracts and high ranking members of Congress.
