London. May 1889. After preventing a diplomatic incident involving Otto Von Bismarck, Cullen Moffat and John Batchelor set up a private investigation company in Soho, London. They are joined by journalist, Uriah Garrett, who is sacked by his newspaper after a high ranking Metropolitan Police Officer refuses to allow the truth about the Ripper murders to be published.
Cullen meets his old Colonel from the Crimea who is now Head of The Liverpool Cotton Association. The Colonel needs their help and engages them to investigate a problem in his offices. They find themselves in a deteriorating situation that leads from Liverpool to New Orleans and involves both The White House and Downing Street.
With time running out, can they prevent an international incident which threatens to bring down both the American and British Governments?
