Charles Bailey served the Texas Public Schools for thirty-nine years as a teacher, counselor, principal, and superintendent. He earned his bachelor's degree from Baylor University, a master's degree from Stephen F. Austin State University and did post-graduate work at Texas State University. He and his wife, Shirley, live in Texas.
