Napoleoni describes the "New Economy of Terror," "a fast-growing international economic system with a turnover of about $1.5 trillion [that] is challenging Western hegemony." It is made up of illegal businesses such as arms and narcotics trading, and oil and diamond smuggling, as well as charitable donations and legal profits. Napoleoni reveals the interdependency between economies run by armed groups and western economies, and provides a pioneering examination of the system and methods by which international terrorism is financed.

I decided to purchase this book after watching Ms Napoleoni's presentation at TED (that is found here: http://blog.ted.com/2009/07/loretta_napoleo.php) In that presentation, she postulates that one overlooked factor to the US financial crisis may have been an unintended consequence of the Patriot Act - that US Banks had to get out of the money laundering business for terrorists, taking away their slush money for other risky financial gambles (subprime housing.) Without their slush funds to cover their losses, they quickly got into deep trouble. Based on that lone presentation, I picked this book up. Be forwarned - this is a dense, critical and in-depth analysis of Rogue Economics. But EVERYONE who thinks they know about the War on Terror needs to read this book, esp our political leaders. If they do, we can stop this bloody cycle of Predator Strike/Car Bomb/IED that we're engaged in, and focus on the true weapon of terrorism - cash flow. If we are serious about stopping the spread of global terrorism, esp Islamic Fundamentalist, we need to adopt Ms. Napoleoni's observations and recommendations. If terrorists cannot fund a car bomb in the US, then they won't do it. If the money laundering for terrorists is cut off in Europe, then attacks don't happen in Times Square. I know that in terms of marketing, grainy footage of drone strikes gets more votes than press announcements of cash seizures. But while the Hellfire missiles may kill a few key terrorists, they also create misery and more converts to the cause. Cut off the funds they use for their despicable acts, and it ends with no loss of life. Think about it.
