Williams holds a doctorate in Urban Affairs & Public Policy, University of Delaware with a specialization in social policy, program planning, and analysis and an is an experienced assistant professor of Community Development and Leadership at the University of Delaware's School of Urban Affairs. In 1995, Williams was honored by the University of Delaware's Presidential Citation for Outstanding Achievement and the Distinguished Alumna Award from the University's College of Urban Affairs & Public Policy.
