Bailey Fish and her grandmother, Sugar, help welcome the first guests at the nearby country inn. Storm evacuees Elmo and Feather Phigg bring with them a mysterious locked, green suitcase that contains a Jamestown mystery. Bailey's friends, Noah and Fred Keswick, are determined to learn its contents while the Phiggs take a trip to Jamestown to do research for Elomo's book. Meanwhile, the Keswicks take in Sparrow, a foster child, who refuses to speak. Bailey and Sugar organize a party to make Sparrow laugh or talk. The mystery deepens when another visitor arrives.
