There were times during my career in law enforcement that I felt communication and dialogue between the police department and the public was less than adequate. In my opinion, this led to unrealistic expectations the public placed on police services. At the same time the public is demanding that police departments use the most sophisticated equipment available to track and address crime in their communities, community leaders and neighborhood activists are accusing the police of profiling. The job of law enforcement is to respond to and investigate crime, arrest criminal violators, and refer those arrested to the court system. Police officers have no control over who is prosecuted, who goes to prison or for how long. Police departments also have no control over a city's decaying public and private infrastructures, the high school drop-out rate, a changing economy and unemployment, and a restrictive budget set by city leadersall underlying causes of crime.
