About the Author
Genie N. L. Stowers is Professor and Director of the Public Administration Program at San Francisco State University. She received her Ph. D. in Political Science and Public Policy from Florida State University in 1987. Professor Stowers teaches Public Policy, Public Budgeting, Information Management, Digital Government, and General Public Administration courses. She has published widely in the area of e-government and information management. Before service in academia, she worked in spouse abuse shelters/rape crisis centers, at the U. S. Department of Housing and Urban Development, and for the State of Florida.
