The Wizard and King Whifflegroan by Sheila Bailey

King Whifflegroan, the smelly sovereign who refuses to take a bath, is fed up with the swarms of flies buzzing about him day and night. He orders his royal wizard to rid the kingdom of the beastly pests. "From the swampiest cow pasture to the nastiest garbage heap, I want no more bugs!" The wizard warns of the dangers that come from meddling with nature, but the king is stubborn. The wizard reluctantly obey's the king's orders.

He casts a powerful spell that sends the bugs, large and small, zooming over the horizon. The king, quite pleased, thinks himself a genius. But, soon everyone in the kingdom travels the road leading out of town.

After everyone has gone, the king is sad and very lonely. He pleads with the wizard to bring back his loyal subjects. The wizard agrees, but first King Whifflegroan must fulfill a promise.
