In the city of Berenicia an accident at a nuclear power plant leads to the city being flooded with radiation. One third of the population died instantly. The son of immigrant parents, a father from Puerto Rico and a mother from Italy, Oscar was born with immense levels of radiation in his body. The doctors were shocked he survived childbirth.
