When Joe DioGuardi ran for Congress in 1984, he didn't fashion himself as a modern-day prophet. But after two terms as the first practicing Certified Public Accountant ever elected to the U.S. Congress, he had learned enough about the federal government's budgeting, accounting, and reporting gimmicks to predict today's financial crisis and spiraling national debt.
