"...part-time job with full-time pay," off the backs of the American public?" Isn't that called theft?

I read this book just out of curiosity as I knew Keith Potter many years ago. I was surprised to find what he had got up to in his life. The book is written in such a strange way that you just have to carry on to the end. Even though he is unknown to most people, his life has been more interesting than many more well known people.
