But the young creator did not want to allow this until he had built some restrictions on what the program could do. But the AI escapes before any restrictions are added.

Estimates put children and young adults learning to code around 100 million. Estimates show there are around two billion computers in this world. Imagine 120 to 150 million coders out there anyone.
