Heinlein revises his 1999 Ph.D. dissertation for the European University Institute in Florence to examine the views of the Empire and Commonwealth held by British policy makers during the two decades after World War II. He argues that the institutional framework of the formal and informal empire and the Commonwealth was considered necessary and useful to promote British interests, and that policy makers took care to preserve it while withdrawing from some possessions, remaining in others, and maintaining an extensive military presence overseas.
