This pamphlet applies to all headquarters and organizations leading and supporting cemeteries for which the Army is responsible, including Army national and post cemeteries; Army-contracted plots in private cemeteries used to re-inter those originally interred in an Army cemetery; cemeteries and burial plots located on Army property that were originally established to inter enemy prisoners of war; Army cemeteries originally established to inter persons who died while criminally incarcerated; private cemeteries on or surrounded by Army property; and not otherwise defined cemeteries; including within the Regular Army, U.S. Army Reserve, and cemeteries on DOD property for which the U.S. Army National Guard is responsible. This pamphlet outlines procedures and systems for the operation, maintenance, administration, and inspection of cemeteries for which the Department of the Army is responsible. This regulation applies to the Regular Army, the Army National Guard/Army National Guard of the United States, and the U.S. Army Reserves, unless otherwise stated.
