Emergency Planning
Updated, concise introduction to the general principles of emergency planning with a focused, results-oriented approach

The newly revised and updated Second Edition of Emergency Planning introduces the process and practice of emergency planning, a critical component of community emergency preparedness. The book addresses a range of strategies and skills that planners need to achieve a successful planning process, including the elements of hazard/vulnerability analysis and the recommended process of community emergency planning.

Readers will find information on the basic functions of emergency response, including emergency assessment, hazard operations, personnel and population protection, and incident management, along with uniquely detailed discussions of population protective actions (in-place protection, expedient respiratory protection, and evacuation) and incident management (guided by the Incident Command System and supported by an Emergency Operations Center).

The new edition removes outdated material and expands on new developments in programs for household emergency preparedness, continuity of operations planning, and emergency response organization training/drills/exercises.

Some of the topics covered in this book include:

  • The broader emergency planning process, the intergovernmental system, and patterns of human behavior in disasters
  • The principal hazards that communities face and procedures for assessing vulnerability to those hazards
  • Content and format of emergency plans and continuity of operations plans
  • Organizational structures for managing emergency response and training for emergency responders
  • Classes of protective action recommendations and procedures for selecting appropriate protectives actions
  • Hazard education programs for increasing household emergency preparedness

Easy to read, practical, and up to date, this book is an essential reference for emergency planners, emergency management coordinators, emergency responders, risk managers, business continuity specialists, public administrators, and transportation engineers, as well as anyone with an interest in disasters or a responsibility for emergency preparedness and response.
