About the Author

PP Shukla retired as the Ambassador of India to Russia, after a distinguished career in the Indian Foreign Service, spanning thirty-seven years. Part of the cadre of 1974, he served in Brussels, London and Kathmandu, among other places, and twice in Delhi, where he was the Diplomatic Adviser to the Prime Minister of India.
