About the Author

Gila Menahem is an associate professor with a joint appointment in the departments of Public Policy and Sociology and Anthropology at Tel-Aviv University. Her areas of expertise are policy paradigms and policy networks, water policy and higher education policy.

Amos Zehavi is a senior lecturer with a joint appointment in the departments of political science and public policy at TelAviv University. His areas of expertise are comparative public policy and welfare state development.
