About the Author

George Nwangwu has many years of experience as a lawyer spanning various aspects of legal practice in Nigeria and the United Kingdom. As an international consultant to multilateral institutions, he has been involved with framework issues in the field of infrastructure/utilities regulation and finance, project management, and Public Private Partnerships (PPPs). Dr. Nwangwu was a DFID/World Bank funded consultant with the Bureau of Public Enterprises where he held the following posts: Environmental Legal Adviser, Infrastructure Legal Adviser, Special Adviser to the Director General on legal and strategy issues and Head of Strategy and Multilateral Relations. To date, Dr. Nwangwu has participated in more than 100 privatization/ PPP transactions, worth over USD 10 billion, advising either the public or private sector parties. He was the PPP Coordinator, Federal Ministry of Finance and the Special Adviser to the Coordinating Minister of the Economy and Hon. Minister of Finance on infrastructure finance and PPPs in Nigeria. Dr. Nwangwu was a lecturer in the Department of Commercial Law, University of Lagos, Nigeria.
